CCOO judgment: why an “objective” system

Since 2019 the Court of Justice has required Member States to impose an objective, reliable and accessible system for measuring working time.

CCOO (C-55/18) does not by itself create Belgian software law, but it sets the European bar: working time must be objectively measurable, not merely declarative.

Several countries already translated this into national rules (Spain, Germany via case law, digital tools elsewhere). Belgium is discussing its own path.

For an SME, “objective” means reliable timestamps, no silent edits, access for employee and inspector, and appropriate retention.

Horodata applies those principles in a simple product: PWA clocking, hash-chained journal, approved corrections, inspection export, EU hosting.
